Thank you for your interest in working with the San Francisco SPCA’s Shelter Policy and Legal Services (“Shelter PALS”) program.
Shelter PALS provides free legal and policy aid to California animal shelters. We evaluate requests for assistance as they are received, and our help is offered on a rolling and space-available basis.
In order to help you, we need to know some general information about your shelter. We use the information to help determine if there is a legal issue we can assist with, and what kind of assistance your shelter might need. Shelter PALS keeps your information confidential, unless we have your permission to share.

Once the form is completed and submitted (you should see a message on the website that says your submission has been successful), a Shelter PALS representative will be in touch with you by email or phone within one week.
Filling out this form is only the first step in assessing whether your shelter may be eligible for our services, and it does not mean that Shelter PALS has agreed to work with you. No attorney-client relationship is created by filling out this form.
Anyone filling out this form must meet the following criteria:
• 18 years of age or older
• Authorized to act on behalf of your shelter
• Your shelter is located in California
(ex: “Friends of the Shelter” group, SF SPCA CHATT partner, Best Friends Network Partner, UC Davis C4C Bootcamp) - if any, please explain
