Cat guardians should commit to indoor-only pets to avoid conflicts with neighbors and keep animals safe.

Guardians should offer other signs of good faith, such as supporting the San Francisco SPCA or pet-related volunteer activities.

Pet guardians should offer proof that dogs and cats have been spayed or neutered, and stress that altering leads to healthier and better behaved pets. Guardians should also pledge to keep their pets groomed, clean, free of fleas and healthy.

People contemplating starting their own “animal family” by adopting a dog or a cat from the SPCA should follow the same guidelines.
