SF/SPCA & SF/ACC Adoption Pact

On April 1, 1994, the San Francisco SPCA and the San Francisco Department of Animal Care and Control (ACC) forged the Adoption Pact. It marked the beginning of a pioneering partnership, with The SF/SPCA and ACC together pursuing an ambitious aim: to eliminate euthanasia as the common fate of homeless cats and dogs.

The Adoption Pact guarantees a place at The SF/SPCA for all San Francisco's adoptable dogs and cats, except pit bulls of unknown origin (To accept a pit bull, The SF/SPCA requires complete records of its history). If ACC can't place an adoptable dog or cat, the animal is transferred to The SF/SPCA, where it stays until it finds a home.

In fiscal year 2000-2001, 2,638 dogs and cats were transferred from ACC to The SF/SPCA; 28 percent were considered adoptable and 56 percent were "treatable," needing medical treatment or behavior rehabilitation before they were ready for adoption (the remainder were mostly feral cats altered and returned to their colonies).
